FEDERAL BUDGET FAILS ON PEAK OIL
The federal budget showed that when it comes to NSW transport planning
the Infrastructure Minister Anthony Albanese is blind to climate
change, peak oil and record petrol prices. The Minister has grossly
mismanaged his billion dollar budget by directing approximately 75
percent of available funds to roads not public transport.

MP's ALLOWANCES
This week I met with Judge Boland, head of the Parliamentary
Remuneration Tribunal, to discuss the Greens submission on politicians'
allowances. We have called for all unspent Electoral Allowance to be
returned to the public purse, and for the $60,000 annual mailout
allowance given to Lower House MPs to be scrapped. MPs have two other
allowances that can be used for printing and mailouts. The
Auditor-General's report just released effectively supports our
position. It showed that spending from this allowance spiked just prior
to the March 2007 election.

ABORIGINAL ELDERS' INVITE
I was pleased to accept an invitation from the Dharriwaa Elders Group
to visit the Walgett region to inspect the impact of opal mining. I
spoke in parliament about the potential damage to Aboriginal heritage
and the environmental impacts of these mining activities.

POLITICAL DONATIONS
News that hundreds of companies failed to disclose their donations to
political parties is further proof that it's time for a complete
overhaul of political funding. The NSW Election Funding Authority has
referred 800 companies to the crown solicitor.

When I spoke in the Upper House on developer donations issues in the
Shoalhaven region Rev Fred Nile moved to stop me speaking. In his
attempt to make out that I was releasing confidential information given
to the donations inquiry, the Christian Democratic MP effectively
disclosed his own links with the issues I was reporting on.

GRAIN ON RAIL DEAL SHOULD BE PUBLIC
An interim solution has finally been found to a crisis created earlier
this year by a private rail operator pulling out of hauling grain to
NSW ports for export. I called on the government to release details of
the deal.

PROGRAM OF APPLIANCES FOR DISABLED PEOPLE (PADP)
Ian moved a motion in the Upper House as part of a campaign with NGOs
to prompt the government into action, calling for a minimum of an
additional $13.5 million per annum to fix ongoing problems with the NSW
Program of Appliances for Disabled People (PADP). In a wealthy state
like NSW it’s simply not acceptable to keep people with a disability
waiting up to two years - in some cases - for essential equipment. There
have been plenty of studies to identify the problems, now we need some
action. The next state budget provides an opportunity for the
Government to put their money where their mouth is.
HUNTERS HILL
Ian's motion to examine the radioactive waste at Hunters Hill in Sydney
was successful. A Parliamentary Committee will now look at and report
on the Radium Hill uranium smelter, and in particular:
(a) any rehabilitation or remediation of the site previously undertaken,
(b) the extent of contamination and radioactivity levels,
(c) the impact of any contamination on public health and the environment,
(d) the appropriateness of the Government’s planned remediation
strategy, and
(e) disposal of waste from the site.
'CALL FOR PAPERS' ON GM FOOD CROPS
The Primary Industries Minister has thus far been elusive on the
question of exactly why he approved GM canola for commercial
cultivation in New South Wales. As attempts to extract this information
from the Minister have failed to date, Ian has put a motion to the
House to release papers detailing the reasons why the Government
approved the crop. We expect the motion to be voted on when Parliament
resumes in June. Given the gravity of public interest on the issue of
GM food crops and the talk of more GM crops in the pipeline, it's
critical that the Government's initial decision is forensically
examined.

GOVERNMENT AND OPPOSITION GO TO WATER ON POLITICAL DONATIONS
Given an opportunity to do something concrete about political donations
by supporting the Greens bill to ban donations from developers, the
Government and Opposition this week went to water.
The Opposition squibbed it by moving that the bill be referred to a
committee, and the Government appears to have been so embarrassed by
its record of delivering development approvals for Labor Party donors
that it couldn’t find anyone willing to speak on the bill.

CALL FOR ICAC TO INVESTIGATE CORRUPTION OF THE PLANNING SYSTEM
Last week I delivered to the Independent Commission Against Corruption
a 300-page brief containing evidence of a pattern of developers who
make political donations getting favourable treatment at both local and
state level.
The evidence uncovered by Greens researchers strongly suggests that political donations are corrupting the planning system.

TALLAWARRA HOUSING PROPOSAL TO TEST NEW WOLLONGONG ADMINISTRATORS
Last week in parliament I criticised a proposal to rezone land
currently zoned for environmental protection to allow for a large
residential development next to a gas-fired power station at Tallawarra
near Dapto.
The site should not be developed for housing. There is no sewerage
capacity, water or electricity available to this site without major
government expenditure. It will be a car-based suburb with no local
school. The company (TRUenergy) may want to maximise its profit from
the land it bought, but it is clearly not in the public interest for
the Tallawarra land to be rezoned.
Wollongong City Council has been discredited in the eyes of the
community. The rezoning proposal for Tallawarra will provide an
important test of whether things are changing in Wollongong or whether
it is to be business as usual.

GREENS PUSH AHEAD WITH BILL TO SNOOKER POWER SELL-OFF
After much manoeuvring, the Greens were able to restart debate on our
“No Mandate, No Privatisation” bill to ensure that changes in ownership
in the electricity industry cannot proceed without the agreement of
both houses of the NSW parliament. The debate drew statements of
support from two ALP MPs before debate was adjourned by a tightly
contested procedural motion. The bill’s continued passage through the
Upper House is a reminder to the Iemma government of the internal
opposition to the sell-off within their own party and the overwhelming
support for public ownership in the community. John is intending to
bring the Bill back on when parliament sits in early June.

BIG GREEN PRESENCE AT MAY DAY RALLY HIGHLIGHTS OPPOSITION TO SELL-OFF
The massive Greens turn out at the May Day anti-privatisation protest
put even more pressure on the Iemma government to abandon their plans.
The decision of the ALP conference to oppose the sell-off underlines
splits within the party. John pointed out false and misleading
information in former Prime Minister Paul Keating‘s pro-privatisation
propaganda in the Sydney Morning Herald that followed.

KURNELL’S DESAL WILL SQUANDER RENEWABLE ENERGY
The Iemma government’s announcement of a 20 year contract with a wind
farm is designed to hide the massive waste of energy in Sydney’s
desalination plant. John pointed out that the renewable energy could be
used to replace the output of coal-fired power stations, rather than
being squandered in the unnecessary and energy-hungry desalination
plant.

IEMMA GOVERNMENT DESERTS COMMUNITY COLLEGES
Funding cuts from both state and federal governments are driving many
adult and community education colleges to the edge of collapse with
devastating consequences. John released figures which showed that the
total budget has been slashed by $29 million over the last five years.
The NSW government shrank its financial commitment to community
colleges by a massive 57.1% over that period. This is a body blow to
the elderly, the unemployed and people seeking to improve their lives
and broaden their economic opportunities,

BUDGET
Kerry joined the Greens federal team in crunching the budget figures on
budget night. Despite the rhetoric the big losers where not the rich -
who actually did quite well from tax cuts, access to home saver bonuses
and childcare rebates - but in fact the environment, pensioners and
students.
The Rudd government continues to gamble on coal whilst underspending on
renewables. Pensioners got no rise in their miserly pension and
students have no increase in their income support measures which have
been universally recognised as inadequate. The Greens called for a $60
a week increase in pensions, a multibillion dollar investment in
renewables and funding to bring student support measures above the
Henderson poverty line.
The budget delivered on measures to remove some discrimination against
same-sex couples, but when Kerry proposed to refer The Greens' Marriage
Amendment Bill to a standing committee for inquiry, the government and
opposition refused. Kerry will address the International Day Against
Homophobia rally outside Gloria Jeans on King Street this Friday.

reflect on whether we need to reconceptualise and reinstitutionalise
democracy in a ‘post-secular’ form, or whether the interests of
democracy lie in once again cordoning religion off from the private
sphere

DESIGN WORKSHOP FOR BANNERS AND POSTERS.

Newtown Neighbourhood Centre
Come along to a session of planning, designing and drawing of banners,
posters and flyers for future demonstrations and events. Street theatre
and web site participants are also welcome. It is intended to be a
relaxed, cooperative and guided workshop which will provide an
opportunity to exchange ideas. It is also hoped to establish an
improved network of artists, designers and participants to help
facilitate an increased standard of visuals leading up to and during
street demonstrations. Talent is not a requirement because everybody's
contributions would be more than welcome. All you need to bring for the
day is an A3 sketch pad, lead pencil, pens suitable for both bold and
refined sketches, correction fluid, glue stick and adhesive tape.

A VISIT TO PIGFACE POINT: AN ALTERNATIVE LIFESTYLE EDUCATIONAL SITE

Pigface Point is a 10 minute walk from East Hills train station.
Pigface Point is being developed as an educational site that will
introduce people to these themes, especially the existence of workable
and attractive alternatives, ie. to "The Simpler Way". Pigface Point is
not a community -- Council zoning permits only two houses on the site.
The main purpose of the site is not to provide an example of how all
should live, but to have displays, models, etc, which point towards the
sorts of changes that will have to be made in our settlements, our
economy and in our technologies in order for our society to become

PUBLIC POWER NOT PRIVATE PROFIT
On Thursday, Premier Iemma gave notice of 3 bills to be introduced in
June to give the government the power to sell the retail and generation
businesses of the electricity industry.
Their legislation is a direct challenge to the Coalition and Upper
House ALP members who could still stop the sell-off. Sale of the
generators has never before been on the government’s public agenda. The
Electricity Industry Restructuring Bill has now exposed their big lie
that all assets would remain under public control. It gives the
executive government the power to sell off the generators. Premier
Iemma and Treasurer Costa have thumbed their noses at their own party,
the unions, the parliament and the people of NSW.
Take action:
* Send a protest email to members of parliament to keep up the pressure on them – go to www.johnkaye.org.au/eprotest for details.
* Visit your local MP, especially if you are based in regional NSW, to ask them to oppose privatisation.

KEEP IT LOCAL – PROTECT COMMUNITIES FROM DANGEROUS NEW PLANNING LAWS
The NSW Government is introducing new pro-developer laws that are
tipping the balance away from local communities towards developers. The
laws will not only drastically reduce funding for services like
libraries, parks and playgrounds but also take away your right to have
a say in local developments that affect you. The new laws haven’t been
approved so now is the time to help fight the pro-developer laws by
emailing your local MP.
Under the new laws, private companies will now be able to approve
residential developments. These companies will not need to notify you
and your avenues to object will be lost. The first you will know of
your neighbour’s major renovation is when the builders arrive at 7am
with the jackhammers! Once your sunshine and views are gone it’s too
late.

CAMPAIGN CO-ORDINATOR FOR LOCAL GOVERNMENT ELECTIONS
The Greens NSW is seeking to appoint a Campaign Coordinator for the NSW Local Government elections to be held on 13 September 2008. There are currently 54 councillors in 34 councils across NSW and this election offers an opportunity to further increase The Greens representation.
The Campaign Coordinator will support local Greens campaigns with materials, logistics and media; develop state-wide media strategies and campaign events; and recruit and manage volunteers.
We are looking for a competent and committed individual with knowledge of and commitment to the policies and principles of The Greens. Ideally, you will have advanced written and spoken communication skills, an ability to work under election stress and detailed knowledge of local government issues. A proven track record in election campaigns is preferable.
