GAME HUNTING TO GO AHEAD IN BELANGLO STATE FOREST
NSW Minister for Primary Industries, Ian
Macdonald has proposed the establishment of game
shooting in Belanglo State Forest. On 7 April
2008, the declaration made by the Minister will
come into full effect and allow shooters to hunt
in the State Forest for the next 5 years. The
declaration, made under the Game And Feral Animal
Control Act 2002, will allow the Games Council to
licence shooters to hunt animals declared under
the Act. Unsurprisingly, there has been virtually
no public consultation or notification and the
threat to public safety disregarded.
GM CANOLA APPROVED FOR COMMERCIAL USE IN NSW
Last Friday, the NSW Minister for Primary
Industries, published his approval of two
licensed GMOs, Roundup Ready(R) canola and InVigor(R)
hybrid canola. The approval by the Minister is
protected from any review by a court of law. The
Minister - with the assistance of the Expert
Committee whose membership is yet to be disclosed
to the public - is making decisions that
significantly impact upon the health and safety
of this State without any judicial oversight.
Ian's office is currently distributing petitions
to end the approval of GM crops for commercial
production in New South Wales' and retain the
State's GM-free status. If you can assist by

DEPARTMENT OF LANDS TAKEOVER OF STATE PARKS
Department of Lands have initiated a new land
grab to gain administrative control over Manning
Entrance State Park, Harrington Beach State Park
and Bellinger Heads State Park. The areas, which
had been earmarked for declaration as Regional
Parks under the National Park and Wildlife Act,
will now fall within the responsibility of the
Department of Lands. This raises a number of
issues relating to the capacity of the Department
to sufficiently undertake its conservation
management obligations and whether the Department
has a budget to appropriately manage the park.

GREENS BILL TO BAN DEVELOPER DONATIONS WILL END STATE-RUN EXTORTION RACKET
On 3 April this year my private members Bill to
amend the Environmental Planning and Assessment
Act is scheduled to be introduced into the
parliament. The Bill will make it an offence for
a property developer to make a donation to a
political party or candidate and for a political
party or candidate to accept a donation from a
property developer. It will also ban a developer
who has made a political donation from submitting
a development application for twelve months.
PUBLIC FORUM ON DEVELOPER DONATIONS
The introduction of the Bill will be preceded by
a Public Forum on Developer Donations to be held
in the Parliament House Theatrette on Tuesday 1
April from 12:30 to 2:00 pm.

This Bill will provide the test of whether the
Labor and Liberal parties are serious about
cleaning up the political funding system.
Successive Liberal and Labor state governments
have turned the NSW planning system into little
more than a state-run extortion racket.
Developers know that if they want to do business
in NSW they will need to donate (ie give a cut of
their profits) to whichever major party is in power at the time.
Premier Iemma denies that donations affect
Ministers' decisions, but he is treating the
public like mugs. No-one accepts that the Labor
Party should be allowed to solicit donations from
a developer at the same time that a Labor
Minister is making a decision that could be worth
millions of dollars to that developer. It is a
blatant conflict of interest and Labor refuses to
recognise it. That is because where the public
sees a conflict of interest, Labor sees a fundraising opportunity.
If you are concerned about the way our planning
system is being corrupted by political donations
I encourage you to come along to the public forum
on 1 April and make your voice heard.

GOVERNMENT FUNDING POLICIES ARE DAMAGING PUBLIC SCHOOL DIVERSITY
Badly designed state and federal government
subsidies are polarising education and driving
middle class students out of public schools. The
Federal government's funding formula aggressively
rewards private schools that take students away
from public schools that serve disadvantaged communities.

SNOWY HYDRO MANAGEMENT LINING UP IN SELL-OFF PUSH
The CEO of Snowy Hydro is using his
organisation's money to spread propaganda pushing
for privatisation of Australia's largest
renewable energy organisation. Mr Charlton's
extraordinary behaviour highlights the
vulnerability of public ownership of the Snowy if
the Iemma government gets its way with the state's electricity industry.

ENVIRONMENT MOVEMENT NOT HEARD IN UNSWORTH REPORT
The Greens are gravely disappointed that Total
Environment Centre (TEC) Director Jeff Angel has
supported NSW Treasurer Michael Costa's scheme to
sell-off the electricity industry. He has been
prepared to trade off the environmental and
social benefits of public ownership for the
flimsy chance that some of his suggestions might be adopted.

REGIONAL TOUR TO STOP PRIVATISATION CONTINUES
John has visited Newcastle, Maitland, Bowral and
Redfern in the last two weeks to speak at public
events about electricity privatisation. People
across NSW are increasingly aware that public
ownership is crucial to reducing greenhouse gas
emissions. The Greens will continue to work
alongside unions and community groups to keep
pressure on all members of parliament to oppose the sale.
COSTA'S POWER SELL-OFF UNDERMINES CARBON TRADING SCHEME
The national greenhouse gas emissions trading
scheme is under threat from NSW Treasurer Michael
Costa's desperate attempts to prop up the
sell-off of the state's electricity industry. The
NSW government has joined forces with the
greenhouse mafia to have coal-fired generators
sheltered from the costs of carbon trading.

JOHN WELCOMES INTERNATIONAL BURMESE MONKS ORGANISATION
As President of the Australian Coalition for
Democracy in Burma (ACDB), John welcomed the
Chairman of the International Burmese Monks
Organisation, Sayadaw U Pannya Vamsath, to NSW
Parliament to discuss the situation in Burma and
how Australia could help through targeted
sanctions and suspension of military aid. The
meeting was very positive, and will inspire the ACDB's work in 2008.

BRIDGING VISA E HOLDERS
Kerry pursued the new Immigration Minister,
Senator Evans this week with a question on
bridging visas. Currently, many people holding a
Bridging Visa E (including asylum seekers) are
denied work rights and access to basic social
services such as health care. They are forced to
work illegally or rely on charity. This
situation can go on for years. Prior to the 2007
election both the Greens and Labor supported
granting work rights to Bridging Visa E
holders. The Labor government has yet to make
any substantive changes, however, the Minister
agreed that the current policy renders a person
destitute, is "indefensible" and promised
changes. Kerry will continue to pursue this
matter until there is a change of policy that
allows people to support themselves and live in
dignity whilst their immigration status is finalised.
ABOLISHING THE AUSAID ABORTION BAN
Kerry has been lobbying the government to
overturn the ban on AusAID funding going to
projects that provide information and access to
abortion and the full range of contraception
options. This ban was the result of a deal struck
with conservative Senator Brian Harradine and
contributes to the unnecessary suffering and
death of women in developing countries. This week
Labor established a caucus committee to look at

TELECOMMUNICATIONS BILL
The Telecommunications (Interception and Access)
Amendment Bill introduced into the Senate this
week is, in words of the Law Council, "yet
another incremental expansion in the
telecommunication interception powers of ASIO and
law enforcement agencies." Although criticised by
Labor when in opposition the provisions were set
to be rushed through Parliament without any
scrutiny by a Senate Committee. At the last
moment the government has relented and is
supporting an examination of the bill by a Senate

PEAK OIL RESPONSE PLAN BILL
Bruce Robinson, convenor of the Association for
the Study of Peak Oil Australia, joined me at the
launch of the Greens Peak Oil Response Plan
Bill. If passed the Bill would require the
government to establish an Oil Vulnerability
Taskforce, fast track public transport services,
bring in a moratorium on new motorways and
prioritise petrol for facilities such as
hospitals, schools and emergency services. I have
called on Premier Morris Iemma to work with his
federal colleagues to remove the GST on public
transport as part of a comprehensive oil
vulnerability plan.

GOVT BETRAYS RAIL PROMISE
Premier Iemma's decision to sideline the North
West rail line in favour of a metro rail line is
a blow to commuters who were promised a high
capacity rail service to Sydney's North West to
meet the demands of future growth. For months
the RTA and the Treasury have undermined the
government's promised new rail links. After the
numerous broken promises on public transport -
millennium trains, Chatswood to Parramatta rail
link and the T-card - the future of this project

LIBERALS TRIP OVER THEIR DONATIONS
When the Liberals staged their own $10,000 a
table fund raiser I called on Barry O'Farrell to
immediately post on his party's website the names
of donors coming to this fundraiser and the
amounts they donated. Under the current electoral
laws the public will not know who the majority of
these donors are until after the 2011 state

ICAC FAIL TO INVESTIGATE SARTOR
Unfortunately the corruption watchdog ICAC has
knocked back my request that they investigate
Planning Minister Frank Sartor's possible role in
soliciting developers to come to his own fundraiser.

APEC POWERS REMAIN
I called on the Attorney General to drop plans to
retain the special powers given to police during
last year's APEC summit. These powers were
excessive, unnecessary and shouldn't continue in NSW.

PLATYPUS POPULATION SURVEY
5-6 and 12-13 April
NPA Macarthur Branch are holding a platypus
survey in the Dharawal SCA south of Campbelltown,
over the first two weekends in April, and are
looking for volunteers to come along and help.
The best time to look for platypus is at dawn and
dusk and we intend holding sessions of
approximately 2.1/2 hours long. Camping is
available and food supplied, although we will
need help with the cooking and washing up. As the
weekend is being funded by the NPWS there is no
cost to participants. If anyone is interested

SEARCH Foundation is initiating an exciting new
training program for young activists interested
and engaged in left/progressive social change.
The training sessions will consist of an
inter-generational dialogue and exchange with
veteran activists who will share their
experiences, knowledge and ideas with younger
activists. Participants will also have the
opportunity to take part in a mentoring program
with a veteran activist as well as help create an
activist network where support can be given and information is freely shared.
We are seeking young individuals (18 - 26) who:
- are currently active on social/political issues
- are from diverse backgrounds
- want to join a learning circle
- are interested in learning about historical social movements
- want to explore the 'big picture'
- are available for all dates listed below
The training sessions will be held on two
consecutive Saturdays with an introduction
session on the Thursday night before:

WILDENDURANCE CHALLENGE: 100KMS IN 48 HOURS
3-4 May
Blue Mountains
The Wilderness Society is excited to announce its
inaugural WILDENDURANCE challenge: a new 100km
team event to be staged in the stunning Blue
Mountains World Heritage area on the weekend of 3/4 May 2008.
Working in teams, participants will challenge
their personal limits while raising funds to
support The Wilderness Society's conservation
campaigns for a brighter, more secure future.
Teams of 4-6 people will trek on foot together
through mountain wilderness, choosing either to
complete the entire 100km course together or
divide into two relay groups each travelling 50km
over 48 hours. The course passes through some of
Australia's most iconic scenery including the
world famous Three Sisters and the stunning Jamison valley.

to catalyse debate on what is set to be one of

PUBLIC POWER NOT PRIVATE PROFIT
On 10 December NSW Premier Morris Iemma announced
his intention to sell NSW's electricity retailers
and to lease the publicly-owned power stations.
The Greens are committed to keeping the
electricity industry in public hands. Many local
groups are already very active and are
campaigning hard with public events, stalls,
petitions, etc, and the MPs have been travelling
across NSW to speak about this issue.
Over the coming weeks pole posters will be put up
around Sydney as part of the Greens' campaign.

In 2002, the price of petrol was 84 cents for a
litre. Today the price is 60 percent higher. The
era of cheap, plentiful and easily accessible oil
is coming to an end and the knock-on effect of
peak oil and climate change will transform NSW.
The NSW government must act to reduce Sydney's
dependence on fossil fuels to preserve dwindling
oil stocks for rural communities.
Write to Premier Iemma today and urge him to stop
pouring billions of dollars into building more
motorways. Instead, he must start investing in
more rail, light rail, buses and safe bicycle and

ETHICS EDUCATION IN PLACE OF SPECIAL RELIGIOUS EDUCATION
A small campaign group has formed to promote the
cause of having alternative classes to special
religious education, such as a class on ethics.
The group is in its infancy and is actively
recruited new people. Go to

6. INQUIRIES AND CALLS FOR SUBMISSIONS
GARNAUT CLIMATE CHANGE REVIEW
The Garnaut Review has released an issues paper
on what should be done about greenhouse gas
emissions from transport, land use and buildings.
Its only 11 pages and just outlines the issues
without much detail. Of note is that it raises
the need for complementary measures to an
emissions trading scheme to address the various
barriers to reducing emissions in these sectors.
The need for travel behaviour change is mentioned briefly.
The Garnaut review is seeking public responses to
various questions included in the paper, so you
may like to consider putting in a submission to
highlight the importance of public transport. Submissions close on 11 April.

and 8pm. Meet other members and supporters of The
Greens and make a hands-on, practical
contribution to our work. These working bees have
an informal, convivial atmosphere where people
stay for as long as they like. Food and
refreshments will be available for the workers.
